Technopark has invited Request for Proposal (RFP) for an 800,000-sq ft IT building at Phase IV (Technocity) in the state’s premier information technology hub.
The building to accommodate 6,000 professionals is part of its prestigious Quad project – an integrated mini township with work, live, and leisure spaces – coming up on 30 acres.
The technical and financial bid to build and operate is to be submitted before 4 pm on March 12, 2024, as per the terms and conditions specified in this RFP.
The successful bidder should complete the building in 30 months from the date of LoA. An extension of another period of maximum 6 months can be permitted, on any valid reasons of delay that are not directly attributed to the bidder/Co-developer or Developer.
It is permitted to complete the project in two phases, in which the first phase shall be of minimum 60% of the total proposed built-up area and shall be commissioned within 24 months from the date of LoA. The building will have to conform to global ESG standards on energy management and environment and ensure a minimum carbon footprint. It will have to accommodate IT office spaces, business centres, food courts, and have provisions for solar rooftops and rainwater harvesting.
The project boasts several key advantages, notably the Single Window Clearance approval from the Technopark Phase IV clearance board, alongside additional benefits outlined in the KMBR rules and stamp duty exemption. Furthermore, the attractive price factor of 2.65 Crores per acre (base value) makes the project highly appealing for potential co-developers. Collectively, these factors position the project as a highly lucrative investment opportunity in the market.

The proposal is to construct and operate an IT/ITES office complex of 80,000 sq ft built up space in around 4.50 acres of land as part of Quad project on Technocity Campus, which will be leased for long-term. The IT professionals will have all facilities on the same campus, including jobs, shopping amenities and residential facilities.
Technopark’s own IT office building of 8,50,000 sq ft on 5.50 acres at a cost of Rs 380 crore with 6,000 seats is also part of the township and the PMC for the same has already been identified. A commercial complex of 900,000 sq ft on 5.6 acres and a residential complex of 1,100 units spread across 1.4 million sq ft on 10.6 acres are also planned with co-developers under Quad project. The project envisages an investment of Rs 1,600 crore, creating four million square feet of built-up space.
Technocity (Phase IV of Technopark) is considered as the Destination Next for IT/ITES companies, and it has the largest land parcel with its campus having both SEZ (43 acres) and non-SEZ areas (346.74 acres). The basic infrastructure development like roads and power and water supply are ready and several prestigious projects are underway. The campus is evolving as an advanced digital hub with focus on emerging technologies and aerospace. It currently accommodates the Kerala University of Digital Sciences, Innovation and Technology (Digital University of Kerala (DuK)) in 10.33 acres of land, that is digitally empowering the country with its various centres of excellence.
In April 2023, Prime Minister Shri Narendra Modi laid the foundation for the first Digital Science Park in the country on the campus and the initial phase of the same has already been made operational by DuK in Technocity. Technopark’s “Kabani” office complex of 2 lakhs sq ft is already operational at Technopark Phase IV campus, while the SunTec Business Solutions campus is operational on 10 acres of land with its first IT building of 3.1 lakh sq. ft completed.
The construction of the first IT building of 5 lakhs sq.ft by Tata Consultancy Services Ltd (TCS) is in progress which is expected to get completed by December 2024. This flagship project of TCS encompassing 94 acres of land is coming up as IT/ITeS Hub (emerging technologies like IoT, blockchain, robotics, AI, ML etc) and is expected to be completed in the next 5 years with a total built up area of 20 lakhs sq.ft at Technopark Phase IV campus.
Various Centres of Excellence (CoE) in emerging technologies will form part of Emerging Tech Hub (in an area of 3 acres in Technocity) by Kerala Startup Mission. KSPACE is coming up with Space Park developed in an area of 18.56 acres in Technocity and it plans to bring industries in the domain of Space technology and the connected areas in aerospace and defence. The plan is to set up industries connected with rocket/missiles, satellites, ground radar/Antenna field and satellite data products.
The park will have a common facility center and R&D center serving the institutions operating in the neighborhood. MSME Technology Center is also coming up in an area of 9.79 acres have been earmarked for MSMEs to set up an Advanced Manufacturing Technology Centre to impart short-term training to students with ITI/Polytechnic/Engineering qualifications. This center will also extend consultancy services and provide guidance to new entrepreneurs. The land lease deed for the same has been executed and the work will commence soon.
Technopark Phase IV has all the ingredients for businesses to flourish as it is evolving as an emerging technology hub with availability of premier institutes that offers excellent talent pool, collaboration prospects with a robust startup ecosystem, support for MSMEs, emerging space and aerospace ecosystem and also availability of various centres of excellence of emerging technologies.
